This is an inner fender skirt for a 1941, 1942 or 1946 Chevrolet truck. This view is of the driver's side panel, and this is the side that faces the engine compartment. The left side of this attaches to the mounting brackets on the firewall and the right side attaches to the frame for the radiator.
